The CUPA is the conditional user permit application. A Use Permit allows us to have activities (e.g., gatherings) that are not otherwise allowed on private land; it’s Conditional because the county can place conditions on it at the time they grant the permit. Before submitting a CUPA, the normal practice is to have a Pre-Application Conference to discuss with the planning department what conditions they would place on the permit.
